Glossary of Terms

Bid, Award and Contracting - A request for construction bids is released, bids are received and evaluated and a contractor is selected and put under contract with the City.

Capital Projects Administration (CPA) - The City department that is responsible for capital projects and delivery.

Complete - Work is substantially complete.

Contracting - A design consultant is selected by competitive procurement, assigned to a specific project and put under contract with the City.

Construction - Construction begins or is underway.

Construction Documents - The design package (constructions drawings and specifications) is completed in preparation for the bidding and procurement process.

Department of Public Works (DPW) - The City department that includes the Maintenance, Parking, Engineering and Traffic Engineering divisions. DPW is responsible for maintenance of City streets and related infrastructure.

Design Development - The Preliminary Design is advanced in more detail; design is 60% complete.

Facilities - Public buildings or structures related to the City of New Orleans Recovery Program. Examples include police and fire stations, libraries and criminal justice centers.

Federal Emergency Management Agency (FEMA) - An agency of the United States federal government tasked with disaster mitigation, preparedness, response and recovery planning. A "FEMA Project" in this report is a project that is partially, fully or potentially funded by FEMA.

MWH - The engineering and consulting firm engaged under contract as Project Manager for the City of New Orleans Recovery Program.

Planning - Project needs further definition, community input, funding, a new location or City Council approval.

Preliminary Design - The Design Consultant outlines the design criteria for the project and starts construction drawings and a preliminary cost estimate. Design is 30% complete.

Project Scope/Scoping - The Design Consultant investigates the site and available information and prepares the scope document for the project.

Project Worksheet (PW) - A FEMA-required form that contains the information necessary for FEMA to approve the scope of work and itemized cost estimate prior to funding.

Quick Hit - A 100% FEMA-funded project valued at $100,000 or less, which can be delivered quickly through shortened design, bid and City process. All Quick Hits are PW-based and are resourced through direct solicitation of three or more proposals, rather than by advertised public bid.
